REMINDER - General Practice Alert State (GPAS): The LMC has received its lowest ever response to the GPAS this week, so we were unable to report our status locally and nationally. The GPAS return is one of the additional requirements as part of the 2023-24 Winter Planning funding. The data contributes to the understanding for the overarching system and helps to identify areas and practices in need of further support to the LMC. We do have a good response each week, usually between 50-60% of our practices respond.
Please could we ask that all practices enter a return each week, we are aware there is so much happening and the system pressures are at an extremely high level. The GPAS helps the LMC to escalate this to our local and wider system partners.
All guides and instructions to help you complete the GPAS can be found in the email that comes out with the link for GPAS every Tuesday and they are also available on the LMC website, if you need any help please do email us at lmc.sgpet@nhs.net.
eDEC Declaration for Practices: The BMA has issued an update for practices who will be completing the 2023 eDec prior to 1st December 2023. This year’s eDec has two questions regarding GP Pay Transparency, they are 2N and 2O. Please click here to access the guidance.
The Oliver McGowan Mandatory Training on Learning Disability and Autism: Following on from a recent update, we would like to highlight that as we are hearing that out of area CQC inspectors are expecting engagement with this training, we advise that practices commence with the part 1 online learning explained below. We will update further once we hear back with national clarity about part 2 training.
Overview of the situation - Health and Care Act 2022 introduced a requirement that regulated service providers must ensure their staff receive learning disability and autism training appropriate to their role. The Oliver McGowan Mandatory Training on Learning Disability and Autism | Health Education England (hee.nhs.uk). The DHSC have set the National training “requirements”, but haven’t officially made the Tiers of training “mandatory” nor funded in GMS. On the other hand, CQC have said that practices will need to demonstrate that all staff have undertaken relevant training relating to Autism and Learning Disability, and to demonstrate how this has been accomplished if the national recommendation has not been followed. GPC England are challenging this, given the implications of ALL tier 2 staff having to attend for full face to face annual training day for part 2 of the training.
The suggested training is subdivided.
- Part 1 training - This can be delivered remotely taking 1-2 hrs The Oliver McGowan Mandatory Training on Learning Disability and Autism - elearning for healthcare (e-lfh.org.uk)
- Part 2 training - Face to Face one day annual training proposal for Tier 2 staff.
The difficulty we have is
- Providing clear advice on part 2 training, as we are awaiting the outcome of the consultation on the Oliver McGowan draft code of practice on statutory learning disability and autism training - GOV.UK (www.gov.uk). The time scale is still not clear.
- Advising on the timing of the e-learning. HEE advice that Part 2 of The Oliver McGowan Mandatory Training (the interactive online and the face-to-face sessions) makes reference to the e-learning package and participants need to recall information from it during part 2 of the training. Ideally part 1 and part 2 will be completed within days of each other. In circumstances where as much as 6 months go past, HEE advice participants to refresh their memory of the e-learning ahead of the interactive or face to face session.
Webinar - The CQC Single Assessment Framework with Tracy Green Wednesday 13th December 12.30-14.00: Join us for an informative session about the Single Assessment Framework changes and what they mean to you in your practice. Tracy is a Primary Care Consultant with 15 years’ experience in general practice management, 9 of those being a CQC Practice Manager Specialist Adviser. Safe Working - Online Discussion Group with GPC Representative Dr Paul Hynam: Following recent updates to the BMA’s Safe Working Guidance, we will be running a series of online update sessions to explore the practical implications of delivering a safe service. These one hour sessions will be fully interactive and will provide a safe space to discuss the pros and cons of the various measures being proposed. They will not be recorded. There will be a maximum of 20 participants per session. For Somerset GPs and practice managers only.
