Supporting General Practice, Primary Care Networks and their Teams through Winter and Beyond 26/9/22: NHS England’s letter summarises plans aimed at increasing capacity ‘outside of acute trusts’ ahead of this winter. It sets out a framework for integrated care boards (ICBs) to support general practice, including 'key lines of enquiry for integrated care systems to assess where immediate investment and support may be required. Amongst the pressures and ongoing workforce difficulties, we do see some positives within this report. The general practice assistant (GPA) role in the ARRS aligns with our 5-year forward view. Funding for business intelligence is also promising. It is good to see the recognition and reduction of bureaucracy which includes removing the personal care requirement for all clinical staff to undertake the Personalised Care Institute’s refresher training for Shared Decision Making. We are working alongside our ICB colleagues to ensure these plans are in the best interest of Somerset practices now and in the future.

Ukraine Tuberculosis Cases: Ukraine has one of the highest rates of multi-drug resistant tuberculosis [MDR-TB] in the world and the fourth-highest TB incidence rate in the WHO European region. TB patients arriving in the UK from Ukraine need to be identified and connected to clinical services to minimise interruption to treatment. Following disruption to the Ukrainian National Focal Point [NFP], the Ukraine Public Health Agency has provided the UKHSA International Health Regulations [IHR] National Focal Point [NFP] with alternative arrangements for exchanging alerts and communication regarding TB patients entering and leaving the UK. UK physicians / TB case managers can request this clinical summary for TB patients presenting to their services / under their care by obtaining patient consent and submitting an email request to tbsection@nhs.net . Cases of tuberculosis diagnosed in Ukraine that are being treated in the UK must still be notified through NTBS even if diagnosis and initial treatment was in another country.

119: We are aware that some patients are being told by 119 to contact their GP surgery to book a Covid booster, the ICB now have taken this up as a matter of urgency with 119 to get the messaging changed.

Flu Vaccinations: NHSE has published an updated flu specification, alongside updated guidance, which now covers vaccination of practice staff. Whilst this will ensure that flu vaccinations provided to staff will be covered under the CNSGP, please be aware, however, that practice staff vaccination will still not be eligible for an IoS payment or vaccine reimbursement for this year. GPC recognise this is a frustrating decision and will continue to push NHSE on this point.

Failure to Analyse HbA1c: “Southwest Pathology Services would like to express sincere apologises that we were unable to provide HbA1c blood test results for a number of patients on Friday 23rd September. A one off error by the team resulted in samples being discarded before the tests could be completed. The laboratory share the frustration that patients have not received these important test results and that high standards of service delivery have not been maintained on this occasion." The practices affected have been contacted.

Introducing the Dr Martyn Hughes Prize Awards for Innovation in Education: Have you got an idea for an education session? As you are all aware, Martyn Hughes recently retired. Martyn was one of the founding members of Somerset General Practice Education Trust (SGPET) and a pioneer of primary care education. Martyn was passionate about education and the evolution of education to encompass the rich diversity of professionals working together in Somerset. Martyn and the LMC are awarding three prizes of £250 to support the development of an education idea to be delivered in Somerset. If you work in Somerset and have an idea that you think would make a good education session such as informing your colleagues about your role and how you can support them or an example of good practice that would be of benefit to all to know then please submit your ideas to lmc.sgpet@nhs.net by 1 November 2022.

Salaried GP Contracts: As the majority of Somerset PMS practices have transitioned to a GMS contract, the BMA model terms and conditions are the minimum terms that must be offered to full-time salaried GPs (with these available on a pro rata basis for those who work part-time) employed by a GMS practice. The NHS England Standard Personal Medical Services Agreement in 2015/16 set out that PMS practices should also offer these terms as a minimum to salaried GPs This handbook bma-salaried-gp-handbook-updated-21-april-2022.pdf is a useful reference guide for doctors and practices. We always encourage GPs to contact the BMA for their contract checking service, though the LMC is able to provide advice.

Parental Leave Workshops & Webinar: Surrey and Sussex, Gloucester and Somerset LMC are delighted to offer these free workshops to support your successful transition from Maternity and Parental leave to the workplace over a 18-24 month period. There are 3 workshops which all consist of a group coaching session by, Angela Qureshi, who is an organisational psychologist, coach, and leadership trainer, Solstice People Development Limited. Pregnancy and parental leave is an exciting and wonderful time and often navigating the balance between parenthood and career can be a unique challenge. The group coaching sessions will enable networking possibilities, to share your thinking and experiences and to explore what would make your transition to the workplace easier.
There are also presentations on leave entitlements, maternity pay, financial advice, appraisal and revalidation, wellbeing, perinatal mental health, maternity and return to work leave checklists, employment and contractual advice and flexible working advice and guidance which will support and guide both you and your employer smoothly through your pregnancy and return to work.

Special Allocation Service: NHS Somerset is exploring the options for the future provision of the Special Allocation Scheme in Somerset. The current contract expires in June 2023 and the ICB is hosting a virtual market engagement event on 13th October 2022 in collaboration with Devon and BANES ICB to inform its commissioning approach. Somerset LMC/STH Workforce Webinar Thursday 6th October 13.00-14.00 – What is an FCP, how is it different to an ACP – what are the routes to become an FCP: Do you have staff working within your practice who are employed in first contact roles (i.e. seeing people without direct supervision and making diagnoses/independent management plans for patients)? If so, this webinar will help to demystify some of the nuances in terminology around these roles, what the requirements are for the Roadmaps to practice (MSK, Paramedic & OT) along with the supervision requirements.
