Important Update from GPDF re PCN Schedule 1

We have received the following advice this morning for all PCNs

“We are aware that the requirement to append the initial Network Agreement and Schedule 1 to the Annex A registration form has raised some concerns and that there is contradictory information about this. Although the Guidance, including that in the Agreement itself, suggests you must do this and attach a completed Schedule 1, the Specification states that for the 15 May submission only part of the information on Schedule 1 needs to be populated. It goes on to state that it is not necessary to set out certain Schedule 1 content (specifically the governance structures for meetings and decision-making and the method of appointment of the Clinical Director) at this stage. We attach a revised note that reflects this.

The contractual documentation is though clear that Schedule 1, albeit only partially completely as above, must be attached to your submission by 15 May. GPDF is aware of advice, for example from the BMA, that says Schedule 1 in fact need not be attached at all by this date. Owing to the similarity between the Schedule 1 information required by 15 May and Annex A we doubt it would be at all damaging if you do not attach the Schedule. This though is not the contractual position. As such our attached Initial Notice follows the contractual position.
