Over time these duties will change and this role description will need to be revised regularly A central element of the role will be to support the transition from the current arrangements to a stand-alone, autonomous GP CC for Somerset. Key to success will be wide clinical involvement and the engagement of the localities (Federations) coupled with the ability to enthuse and influence clinical colleagues. It is anticipated that GPs on the Interim Board will need to set aside 2 sessions per week to fulfil these roles. One session will relate to the development and engagement of the Federation(s) for which they area delegate, the other session will relate to working with colleagues across Somerset as a member of the Interim Board. The Chairman and Vice Chairman (who will be elected by members of the Interim Board) will each set aside 4 sessions per week. The two extra session will be to provide leadership to the work of the Interim Board. Reimbursement will be 300 per session paid (+ mileage) paid on a quarterly basis. The chair and vice-chair will be paid 350 per session. NB subject to potential revision if national guidance is issued.. There are three main areas of responsibility: Key link with Federation to establish a strong link with their Federation and its practices . Interim Board accountability and leadership for an area of corporate responsibility for the Consortium eg Corporate Governance, Finance Lead, Public Engagement Commissioning member for a priority development area eg unscheduled care, Long Term Conditions and/or taking Interim Board responsibility for clinical involvement with one or more Contracts with existing service Providers Given their important clinical leadership role, Interim Board Members will also be expected to undertake appropriate training and support will be offered in doing this using local and national programmes. Federation Role To act as the GP liaison between the Board and a Federation. To visit each Practice in the Federation at least annually but more often if particular concerns arise To develop the influence of local practices in the development of the Consortium work plan and to identify their own development needs to support achievement of the Consortium objectives. To support the delegation of any commissioning functions/budgets agreed with the Interim Board Agree any support Practices may require helping them deliver any new services and improve existing service delivery. Ensure effective feedback to and from the Interim board and its supporting structure identifying areas of good Practice and also concerns Practices may raise. Highlighting to the Interim Board any Federation (and Practice) performance management issues, in particular in relation to activity and budgets. Corporate Role To work with colleagues to make decisions that reflect the needs of the patients of Somerset as a whole, whilst ensuring local services are prioritised appropriately. To work with PCT staff to facilitate the smooth transfer of commissioning and other functions To work with and help shape and support the developing Health & Well Being Board. To work as part of the wider Interim Board and supporting structures to ensure the Consortium discharges its corporate functions eg achieving financial balance, QIPP, corporate governance responsibility, partnership working with Local Authority etc To assist in the development of the Interim GPCC organisation during the transition period including preparing the framework for the full GP CC and Board to take over at the end of this period, and ensuring the successor organisation is fully fit for purpose To work as part of the wider team to ensure the Consortium delivers the objectives set out within its Strategic Plan. To act as a champion for the Consortium and to be seen as a local clinical leader. To ensure the Consortium is able to identify new areas of development based on the needs of the local population and to support national and local priorities. To work with partner, eg local and county council, third sector,.to address identified need and known inequalities To support the development of commissioning plans. To promote the benefits of clinical engagement by colleagues in service redesign initiatives. Ensure actions agreed by the Interim Board are carried out and communicated to constituent Practices where appropriate. Commissioning Role To take lead responsibility on behalf of the Interim Board for a key commissioning area (eg a specific secondary care contract) to be agreed with individual members.
