No opt-out For GMS Practices - Registration with ISA taking place over period of 5 years and requires Enhanced CRB check for all those working with children, vulnerable adults and patients this is referred to as the Vetting & Barring Scheme. For PMS and Single-handed GP contractors these are not currently included in the national implementation but the Performers List Regulations are likely to be amended in the near future (approx. July 2010) which will require that new GPs joining the Performers List will have to be ISA Registered. It is not clear whether these will have to follow the same timescales but the arrangements for employed non-contractors and staff performing Controlled and Regulated apply as per the national implementation timescales for ISA Registration. APMS Contractors - Where an APMS contract with a PCO is held by an individual, there is no requirement for the individual contractor to register with the ISA. However, where the contract with the PCO is held jointly (e.g. by a company), then those who are involved in the hands-on management of the contract and/or work as a GP will be required to register and also those employed by the APMS practice. A practice partner (GMS or PMS) will commit an offence from 12th October 2009 if he/she knows or has reason to believe that one of the partners is barred. Also once ISA registration is fully in place it will also be an offence if a GMS partner fails to ascertain whether another partner is ISA registered. Once ISA registration is available, the cost of registration will be a one-off cost and ISA Registration will continue so that it will not need to be renewed when a person already registered changes jobs. Those who are working as volunteers will not pay a fee, but if they subsequently enter relevant employment they will be required to pay the fee current at that time.
