Contract Changes 2008/09 All negotiations on the 2008/09 contract have now been finalised; the details of which can be accessed below. New Clinical DESs Joint GPC/NHSE guidance has been published on the five new clinical DESs, covering measures relating to heart failure, osteoporosis, learning disabilities, ethnicity monitoring and harmful use of alcohol. In total, the DESs will receive 50 million in funding in total, making up part of the 105 million investment in GP services agreed in the 2008/09 GMS contract negotiations. The remaining 50 million has been allocated to PCTs for investment in primary care, with practices able to negotiate locally on further investment to improve accessibility and responsiveness. Negotiations have therefore continued intensively throughout the summer, and fair progress is being made. Support Your Surgery Campaign The BMA today launched the second phase of the Support Your Surgery campaign. The first phase of the campaign was a huge success. In just three weeks, hard-working GP practices and LMCs across England collected almost 1.3 million signatures, demonstrating overwhelming patient support for NHS general practice. The petition was presented to Downing Street on 12 June and subsequently provoked a significant response from the Prime Minister and other ministers, as well as debate in the national and local media. The second phase of the Support Your Surgery campaign continues the focus on informing patients about government plans to introduce polyclinics and GP-led health centres, and supporting their efforts to make their views heard by contacting their PCT, local MPs, local media, and local council overview and scrutiny committees. A campaign pack containing posters and leaflets has been sent to each GP practice in England. Practical guidance has also been included in the campaign pack. NHS Next Stage Review Following constructive debate at the GPC meeting, the task-orientated subcommittees will shortly be looking in great detail at the relevant specific recommendations for primary care that have been proposed in Lord Darzis final reports. Guidance concerning the Next Stage Reviews reports is being developed for LMCs. The reports and their local implementation will also be discussed at the forthcoming BMA Regional Council meetings that are due to take place across the country. The Committee would like LMCs to send appropriate evidence of where there have been such difficulties to wjones@bma.org.uk. The full details of the request from the Joint GPC/RCGP IT Committee to LMCs can be found in the letter from Dr Grant Ingrams, the Acting Chair of the Joint GP IT Committee (appendix 2). On this note, the Joint GPC/RCGP IT Committee would like LMCs to be aware that the Digital Information Policy team at Connecting for Health is providing a series of Information Governance workshops, which will be delivered on their behalf by RSM Bentley Jennison, specialist training providers. There will be approximately eight workshops held in each Strategic Health Authority area in England over the coming twelve months. Half day workshops will be held for general practice staff directly involved with the implementation of Information Governance, and compliance with Information Governance assurance standards. After consultation with the underwriter, the GPDF has been informed by its insurance broker that the Professional Indemnity policy arranged by the GPDF will not respond to a LMC acting as an introducer to the MIAB. Any claim against the LMC by a constituent GP (or practice) arising from such an introduction will be excluded, and the LMC would have to fund the costs of its own defence. Medical and Physicians Guides We have been contacted by a handful of practices who have completed a form for inclusion in a medical directory produced by a Swiss company. However, the small print on the form makes it clear that by signing the form, the practice is placing an order and committing to a payment of 983 Euros a year. Practices are strongly advised to read the small print carefully to ensure that they are fully aware of their commitment prior to signing such a form. Patients moving between practices In July Ben Bradshaw, Minister of State for Health, suggested that some GP surgeries operate 'gentlemen's agreements' where they promise not to accept other doctors' patients. Further to the public debate on this issue, the GPC has been made aware of a small number of such examples of where some unacceptable practices are occurring. We recognise that there are far greater and more common reasons why practices are unable to take on new patients, for example, some practices are genuinely unable to take on new patients because they are bursting at the seams. In some cases practices cannot expand because there is no money available from the local NHS Primary Care Organisation for expansion of the surgery. The GPC would certainly not support any agreements between GP practices that unreasonably prevent patients from moving between practices and urges practices to ensure that this does not occur. GPC task-oriented subcommittee election results Last year, GPC subcommittees elected Chairmen to serve three year terms. This year's subcommittee Chairmen are: Clinical and Prescribing subcommittee - Bill Beeby Contracts and Performance subcommittee - John Canning Commissioning and Service Development subcommittee - Nigel Watson Representation subcommittee - Rob Barnett Education, Training and Workforce subcommittee - Terry John. Vacancies exist for the position of Chairman in the following subcommittees. Elections will be held in late September. Practice Finance subcommittee Joint GPC-RCGP GP IT Committee LMC secretaries conference - update This years LMC Secretaries Conference will be held on Thursday 6 November 2008.
