In the absence of funding practices will wish to consider whether they wish to continue using the Choose and Book system. The GP Patient Survey Next year The Department of Health is currently finalising the latest version of the questionnaire. The Patient Information Advisory Group (PIAG), which is run independently by and for patients, has called a halt to the way the DH were going to conduct the survey in England. Ministers have decided not to force patient confidentiality to be ignored by using an Apollo download. Instead, all practices will download fully anonymised data via Exeter and the questionnaires will probably be circulated to a larger sample. This will cost even more money. The GPC will inform LMCs what the arrangements are when these have been concluded. Publication of QOF figures The results of the Quality and Outcomes Framework (QOF) were published on 28 September. Results have demonstrated yet again the high quality services being provided by general practices across the UK. Results were highest in Northern Ireland where, on average, general practices were awarded 98% of the points available. Practices in Scotland achieved a similarly high level of 97%, with England and Wales also demonstrating top quality services with respective averages of 95.5% and 94.7%. All these results were particularly encouraging given that the QOF was revised this year to make it harder to achieve maximum points. GIG report The Gross Investment Guarantee report was published 21 September. This report showed that the government's investment in general practices in England during the three years following the negotiation of the new primary care contract (2003/04 to 2005/06) was 1.7 billion more than it promised. The GPC made the point that as practice income was directly related to the quality of patient care, more money spent has meant more lives saved. The GIG was also only ever intended to be a minimum spend, and this funding covered costs that were outside GP practice accounts such as the re-provision of out-of-hours services. NAO Inquiry into the GP Contract The National Audit Office (NAO) is conducting an inquiry into the GMS contract. Hamish Meldrum, John Chisholm, Jon Ford (Head of the BMA Health Policy and Economics Department) and Laurence Buckman met with the NAO to clarify a host of points. There had been concerns about the Welsh NAO report, which were raised with the NAO. Changes to medical regulation In his capacity as the chairman of the BMA, Dr Hamish Meldrum, wrote to all members on 24 September highlighting the BMAs concern about changes in the way medical professionals are regulated, calling them an assault on the profession. Amongst the changes the BMA is concerned about are the plans to decide misconduct hearings using the civil standard of proof rather than the criminal standard, and the decision to use an independent adjudicator rather than professionally-led regulation. This was a constructive meeting where both parties agreed to keep on considering the way the GMC will work after Parliament has amended the governance of the GMC. Survey of maternity payments The GPCs survey of maternity locum payments was sent out to LMCs and the deadline for responses has now passed. The negotiators will use the responses received to inform negotiations with NHS Employers. LMC Road shows The LMC-GPC roadshows have now taken place. The negotiators find it very helpful to hear the views of LMCs and GPs on the ground and these opinions are invaluable when formulating strategies. The GPC will be organising another series of shows for the spring.
